Our region is rich with opportunity โ from vibrant small businesses and creative affordable housing developers to growing communities across our largely rural counties. Twelve of the counties we serve are rural, where access to flexible financing can unlock projects that strengthen local communities and expand opportunity.
CDFI investment has been significantly smaller in our region compared to the rest of the United States. Our work focuses on increasing that number and attracting more CDFIs to the region.

Success Stories
Oak Street Village
Joe White, founder of JBH Ventures, is seeking to make an impact on affordable housing and childcare in Loogootee, IN. Oak Street Village will offer 50 units ranging from 1-3 bedrooms, support services for financial stability and homeownership, a childcare center, and a public playground. JBH Ventures and the City of Loogootee broke ground on the project in July 2025, with significant investment from CDFIs and other financial partners. This is a great example of how community development finance can make a significant impact in meeting some of our region’s most pressing needs.


Avalon Community Land Trust
This seven-bedroom cooperative living project exemplifies how organizations and communities like Bloomington are innovating with affordable housing. The house features a shared living room and kitchen, garden space, and a wrap-around porch. This concept helps keep costs low and provides a sense of community for the residents. Avalon Community Land Trust led the charge on this project, with help from our organization, LEAF, and the City of Bloomington. We are proud to have been part of the process.
Mobile Mulligans
Entrepreneur Alex Todd set out to create something unique. Mobile Mulligans is a small business that creates a fun event atmosphere with their “patent-pending golf experience packed into a custom-built box truck.” People are able to rent their truck with an on-site team that facilitates a variety of game modes to create a family-friendly experience. A loan through Community Reinvestment Fund, a nationwide CDFI, helped make their idea a reality after being connected through CDFI Friendly Bloomington and the Cook Center for Entrepreneurship.


Chandler Early Learning Center
The Chandler Early Learning Center will offer three affordable housing units and a child care center that will serve 28 children. This unique mixed-use concept will help fill both a housing and child care gap in the community. The child care center will be managed by South Central Community Action Program and the Bloomington Housing Authority will oversee the housing. In December 2025, CDFI Friendly Bloomington closed on a loan with Summit Hill Community Development Corporation, which is part of the Bloomington Housing Authority, to help with the last part of construction.
